FACADE LIGHTING 50:50 PROGRAM
Program Summary
To improve public safety and neighborhood aesthetic appeal, the Locust Central Business District (LBD) is offering property and business owners in the LBD a fund matching program for exterior lighting. The LBD may reimburse up to $2,500 in a 50% match of expenses for LBD approved lighting projects. Those intending to apply must receive pre-approval from the LBD Lighting Committee of the proposed lighting project. Program subject to annual budget cap and appropriation of funds.
Background & Details
The Commissioners invite anyone who wishes to respond to this proposal to study the lighting of buildings within the LBD at night. Some buildings have their façades up lit, which makes the building attractive from a distance but does little to illuminate sidewalks and entranceways. Other lights shine outward, creating glare which makes it hard to see the building. While there is no set standard for a lighting project under this program, the Lighting Committee will identify exterior building lighting projects with attractive, safety-enhancing lighting.
This is a 50% reimbursement program for up to half of total expenses on approved lighting projects, with the match not to exceed $2,500.
Examples
- Total cost = $5,000. LBD maximum reimbursement = $2,500
- Total cost = $10,000. LBD maximum reimbursement = $2,500
- Total cost = $4,000. LBD maximum reimbursement = $2,000
- Total cost = $1,500. LBD maximum reimbursement = $750
Lighting details
- The lighting system works on a dusk to dawn sensor
- The lumens should be approximately 2800
- All lights to be LED
Application details
- Building/business/property owners must have an approved application with the Lighting Committee prior to submission of invoice for reimbursement. See below.
- The amount reimbursable by the LBD shall not exceed $2,500 per property in any year.
- Owners of multiple buildings in the LBD may only be awarded funding for one building/project per award cycle. If funds remain available toward the end of the award cycle or fiscal year, a second property may be considered. Please indicate interest by submitting an application for second property.
- Applications will be evaluated on an expedited basis, starting in August 2024.
The Application
The Lighting Committee will rank the proposals using the following criteria:
- Overall lighting coverage. Covers the entire façade of the proposed property.
- The proposed fixture’s attractiveness and enhancement to the building/property.
- All the entrances and exits on the front side will be lit.
- Whether the building has a retail function in the evening, such as a restaurant.
- Electrical contractor is in the LBD.
- IF proposed on secondary facades, the building side must be used to both provide access to the building and/or parking areas.
- Overall security and aesthetic enhancement of the building/property/area.
